Video-conferencing can replace in-person interviews and procedures in certain cases (e.g. personal interview during asylum procedures, for hearings before a court or tribunal during appeals, to establish the responsible country for examining the asylum application under "Dublin" rules, or for obtaining travel documents in the context of deportation procedures). This could be the case, for example, for people in detention or in "transit zones".
According to ECRE's report, "In France, videoconferencing and phones are often used in interviews during the border procedure. Roissy Charles De Gaulle airport, where the majority of border procedures take place in France, is the only waiting zone where the OFPRA ('French Office for the Protection of Refugees and Stateless Persons') Border Unit interviews the asylum seeker in person. The interviews in Orly, Marseille and Lyon are conducted by videoconference and interviews in all other border procedures are done by phone."
