EU-funded drones used for movement detection in Serbia

The Serbian Ministry of Interior has an extensive drone arsenal it uses for surveillance of its borders. Drones are used to detect movements and identify informal living sites where people on the move stay during transit. Much of this technology destined for Serbia’s borders was paid for by the EU under the Instrument of Pre-accession, specifically the 2021-2027 IPA III package. The Chinese company DJI is the predominant manufacturer of drones available to Serbian police, as well as another Chinese company Yuneec, and Romanian drone manufacturer Hirrus. Some models of DJI drones have a so-called ‘intelligent tracking’ or ‘spot-check’ option that allows the drones’ cameras to identify and memorise an object or face and recognise it during subsequent recordings. This option creates the potential for drones used in border surveillance activities to collect and store biometric data through facial recognition. Drones are used in violent pushbacks at the Serbian border, and were also used during its 2023-2024 so called "Military Operation" in which people on the move were evicted from camps and living sites and brought to "closed centers" in the south of the country.
