Europol’s Internet Referral Unit (IRU) is a team within Europol in charge of identifying "terrorist and violent extremist online content" and send removal suggestions to online platforms. The Special European Council Decision of 23 April 2015 on the migration situation in the Mediterranean Sea called for the EU IRU to extend its activities to content "used by traffickers to attract migrants and refugees", e.g. "offering smuggling services". For example, in 2022, the EU IRU reported a coordinated action targeting "social media accounts advertising illicit facilitation and the sale of counterfeit ID documents, passports or visas online" from Belarus. As part of the Operation Action Plan against "migrant smuggling" (2024-2025), several operational actions focused on gathering information, including processing of personal data, from social media networks to identify and prosecute persons who are suspected of having committed or taken part in "migrant smuggling".
