Rules on data sharing to prevent secondary moments and enforce deportation decisions have been largely been expanded by the EU Pact and the Return Regulation, including sensitive data (such as health data and security-relevant data). Exchange of information to prevent secondary movement of migrants is one of the cornerstone of the 'Dublin' system (Regulation on Asylum and Migration Management under the Pact), which requires asylum seekers to apply for asylum in the first country of entry in the EU and allows for data exchange between member states to facilitate transfers of applicants. The EU return regulation also allows for the sharing of sensitive data (biometric and health data, criminal records) not only between members states, but also with third countries.
